Peace Boat statement on disarmament

Talking about disarmament is all well and good…

But first disarm yourselves!

1.The G8 Summit statement issued on 8 July on “political issues” addressed the issue of nuclear disarmament – an outcome that has not been seen in any recent G8 Summits, and which we praise. Particularly important are the clear commitments to “strengthening… multilateral non-proliferation and disarmament instruments” and working to “achieve a successful outcome of the 2010 NPT Review Conference,” and we call for sincere action towards these outcomes.

2.While this statement “welcomes” efforts of the G8 nuclear-weapon States in their reductions, at the same time it also calls for all nuclear-weapon States to make “transparent reductions”. This is almost as if the G8 countries are fulfilling their responsibilities, yet the non-G8 countries are not transparent – a statement with serious political connotations and lacking balance.

Countries with nuclear industries are promoting nuclear exports in the name of a response to global warming. They are providing support for and putting in place systems to facilitate nuclear exports. In these countries construction of new nuclear power plants is in decline, due to such factors as public opposition and cost. Despite these circumstances, several G8 countries, including Japan, are promoting nuclear power. Stated another way, the reason why these countries want to export nuclear plants is because it is difficult for them to build new plants in their own countries.

On July 8, heads of the G8 governments released a Summit Document entitled “Environment and Climate Change”. The document says, “We witness that a growing number of countries have expressed their interests in nuclear power programs as a means to addressing climate change and energy security concerns. These countries regard nuclear power as an essential instrument in reducing dependence on fossil fuels and hence greenhouse gas emissions.” The document continues, “safeguards (nuclear nonproliferation), nuclear safety and nuclear security (3S) are fundamental principles for the peaceful use of nuclear energy” and states that “an international initiative proposed by Japan on 3S-based nuclear energy infrastructure will be launched.”
However, after over fifty years of using nuclear power (euphemistically referred to as “peaceful use” or “civilian use”), the governments and nuclear industries of those countries with nuclear power plants have so far failed to fulfill these 3S principles.

3日間にわたるG8会合のうち、初日はアフリカ諸国との拡大会合、2日目はG8そのもの、そして最終日の本日は主要CO2排出国を含めた拡大会合、というスケジュールですすんできました。
G8そのものの議論は昨日の1日だけで、午前が世界経済、昼食が気候変動、午後が開発・アフリカ、夕食が政治問題、という流れで議論がすすみました。
軍縮、不拡散、紛争予防、平和構築、地域情勢など、私たちが平和の関心から注目していた問題は、すべて、昨晩の夕食時の議題となったのです。

Over the 3 days of the G8 Summit, the schedule featured a large meeting with African nations on Day 1, the actual meeting of the G8 leaders on Day 2, and the expanded meeting with the major CO2 emitting countries today.
With only one day for the meetings of the actual Group of 8, discussions took place in the morning ont he global economy, climate change over lunch, development and Africa in the afternoon, and political issues over dinner.

Issues we are particularly focusing on from the perspective of peace activists – disarmament, non-proliferation, conflict prevention, peacebuilding and various regional situations – all took place over this working dinner last night.

市民サミットのメイン会場(コンベンションセンター)から離れた会場での開催となった
ため人が集まるのか不安であったが、ほぼ満席となりホットした。
まず最初に、5月に千葉県幕張メッセで行った9条世界会議の様子を15分間ほど
上映し、その後各発言者が報告を行った。
As this event was being held away from the main venue of the Peoples Summit (the Convention Centre), we were worried about whether there would be many participants, but we were relieved to see almost all seats in the room full!
The first part of this session was a presentation of a DVD showing the Global Article 9 Conference to Abolish War, which was held in Japan this May, followed by presentations from each of the speakers.

US-India Nuclear Agreement – Still a Bad Deal:
Global Network of NGOs Urge International Community to Oppose

The US-India Deal Working Group of Abolition 2000, a global network of over 2000 organizations in more than 90 countries working for a global treaty to eliminate nuclear weapons, says that pressure to rush a decision on the US-India Nuclear Agreement must be resisted.

The organizations are calling upon key governments “to play an active role in supporting measures that would ensure this controversial proposal does not: further undermine the nuclear safeguards system and efforts to prevent the proliferation of technologies that may be used to produce nuclear bomb material,” or “in any way contribute to the expansion of India’s nuclear arsenal.”

国際NGOネットワークが国際社会に対して警告

核兵器禁止条約を求める世界90カ国2000団体以上からなるNGOネットワーク「アボリション2000」の米印協定作業グループは、米印原子力協定に関する性急な決定は避けなければならないと表明している。

これらNGOは、主要国政府に対して、「賛否の分かれるこの提案が核の保障措置制度をこれ以上害することがないようにするための措置をとり、また、核兵器の原料を作りうる技術の拡散を止めるための努力を積極的に行う」よう求め、さもなくば「インドの核軍備の増強を助長してしまうことになる」と警告した。

7 July ピースボート 記者会見 Peace Boat Press Conference

先ほど、IMCのNGO記者会見室でピースボートとして記者会見を行いました。下のようなポイントについて発言しましたが、その後、記者からは東北の市民社会ネットワークや市民版六者協議についての関心や世界的な核不拡散・核軍縮の動向に関する質問が寄せられました。
We have just held a press conference as Peace Boat the IMC’s NGO Press Briefing Room. We spoke on the points as outlined in the following paragraphs. Various topics raised by the press included questions on Northeast Asian civil society networks, the civil Six-Party Talks, and recent international moves relating to nuclear non-proliferation and nuclear disarmament.

G8サミットは、核不拡散体制を危険に陥れる米印原子力協定の展開を加速する可能性があります。

インドのシン首相は、洞爺湖サミットのために来日した機会にアメリカのブッシュ大統領と会談し、この席上で、米印原子力協定の進展について議論したいと考えています。シン首相は、国際原子力機関(IAEA)との保障措置協定(インドの核施設の一部しか対象にしないもの)を進展させようとしています。

Abolition 2000 US-India Working Group Alerts

The G8 Summit has become an accelerator for an issue that has being simmering for over three years and which threatens to undermine the international nuclear non-proliferation regime.
Indian Prime Minister, Manmohan Singh, wants to be able to report progress on the US-India nuclear agreement when he meets President Bush during this year’s Summit in Japan. He wants to report that India will soon take the next step on an IAEA safeguards agreement (covering a limited number of India’s nuclear facilities), even though this risks bringing down his own government in the process.
